The Ministry of Defence is to invest £2m to upgrade ‘Windy Hill’, its maritime monitoring facility overlooking the strategic Strait of Gibraltar. Sitting high above Europa Point, personnel at the monitoring facility keep an eye on 60,000 ships entering or leaving the Mediterranean, or crossing between Africa and Europe. They also play a crucial role detecting any suspicious activity in British Gibraltar territorial waters and logging any unlawful incursions by Spanish state vessels. But after more than a century of constant operations keeping an eye on traffic visually, over the radio and electronically, Windmill Hill Signal Station “needs work”, the Royal Navy said. JOR Designs are delighted to have been involved in this exciting project working as design Architect for the main entrance extension and Employers Agent for the rear extension. November 2023: Gibraltar Heritage Trust: a Special Commendation was awarded to "Napier House"1/2/2026 A Special Commendation was awarded to Napier House, 1 St. Christopher’s Alley for the sensitive conversion of an ex-MOD quarter into a modern family home. The Mumford family have thoroughly researched the history of the building and used the knowledge gained to inform the modernisation of the property into a family home whilst keeping original proportions and features both internally and externally. These include the fireplace, interior doors and skirtings, staircase and exterior features. External restoration has included retention and repurposing of features like the coal bunker and restoration of the wooden porch and retained in its original form. The property is an example of how more relatively modern buildings are also part of Gibraltar’s wider story and can continue to serve our community. The award was received by Helen Mumford.
JOR Designs were proud to be the Architects for this project A Group Heritage Award is awarded to ‘The Tower’, Command HQ, HM Naval Base for the sensitive restoration and refurbishment of this early 20th century building, formerly the Headquaters for the Royal Navy in Gibraltar until 1989 when it became the Headquaters for British Forces Gibraltar. This refurbishment was undertaken with a conservation-led approach. Key features such as the limestone walls, fenestration, balustrades, and walkways were carefully and sensitively refurbished and restored to retain its 1905 appearance whilst also providing a 21st century workspace for the workforce and users. A further discovery of an ARP shelter under the courtyard has increased its heritage value and story. The Tower is the most visited and high-profile building in the MOD estate in Gibraltar and new life has now been breathed into the building. This has enhanced its historic and architectural interest and underpinned the military ethos of the site. The award was received by representatives from the Defence Infastructure Organisation
JOR Designs were delighted to be Architects on this project. The second Group Heritage Award is awarded to Plata Villa, for the building previously known as Old St Joseph’s School, Witham’s Road. Originally a private home and then an orphanage, before becoming a school, this school building is of special importance as when Gibraltarian evacuees started to return to Gibraltar in 1944 it was opened especially to school those children returning to the Rock. An anecdote from this time is that in 1944 due to lack of supplies it is reported that teachers (who were from the RAF) used the backs of doors as black boards and there was a desperate need for text books. In 1945 the Christian Brothers took over the school and later the school structure changed with the arrival of the Loreto Nuns. The project has seen the demolition of later accretions to the building and the retention of its original form, the restoration of original ironwork, cleaning of stonework, a new pantiled roof and reinstallation of original Gibraltar vernacular features The building has been subdivided into 4 private flats and form the heart of the wider Plata Villa development. The Award will be accepted by the developers and contractors REAFINA Ltd.

Planning Application for the extension and refurbishment of property on Line Wall Road to allow for new apartments and Penthouses. A significant refurbishment project in Gibraltar has garnered success in the Ministry of Defence’s annual Sanctuary Awards. The awards, which have been running for over 30 years, showcase military and civilian efforts across Defence, both in the United Kingdom and abroad, to protect the environment and to make Defence more environmentally friendly. The Tower Refurbishment Project at HM Naval Base Gibraltar, which involved the full refurbishment of the iconic Command HQ building, has won the prestigious Heritage Award for projects focused on archaeology, historic buildings, historic parks and gardens, historic landscape preservation, museum collections, heritage education and public engagement. “The Tower, a building which plays a central role in the strategic operations across the MoD estate in Gibraltar, was constructed in 1905,” a spokesperson for the MoD said. At JOR Designs we are delighted to have been the architects for this project Date of Publication: 22nd March 2023 In 2018 the government introduced the new Town Planning Act. This brought about changes to how you submit planning and building control applications.

New Primary Care Centre, adjoining St Bernard's Hospital, inaugurated.
The new Primary Care Centre, adjoining St Bernard's Hospital, has been inaugurated. It'll see a phased move of services from the old PCC, with the transfer planned to be completed by the end of next month. The new Primary Care Centre was opened on Monday morning by the outgoing Minister for Health, Neil Costa. It comprises three floors including the ground floor, and includes the addition of a Minor Operations area in the Dermatology Clinic. According to acting Medical Director, Dr Krish Rawal, the centre is designed to maximise space and help direct patients to the services they need. The new PCC is right beside the hospital - with the idea being to facilitate cooperation and access between the health services. According to Neil Costa, there will be a car park beside Bishop Canilla House, specifically for patients of the PCC and the Children's Health Centre. The Minister says the Government is finalising friendly discussions with the owners of the ICC to end its lease on the old PCC. He adds the Government "drove a hard bargain" over the rental arrangements for the new centre. Registration services will be available at the new PCC as from tomorrow, with the transfer of GPs and clinics to be phased in over the next month and a half to minimise disruption.
